qcacmn: Add WIN wmi changes to common code
WMI functions called from target_if are present at WIN code. So these wmi changes are moved to common code, so that MCL and WIN both use. MCL needs this wmi code for target_if vdev conversion. Change-Id: I6f3653ea0fad14f3cdbb32a8dc65e5146ce0a5c8 CRs-Fixed: 2492577
