qcacld-3.0: Don't set widerband bit for 2.4 GHz

With change in design, now in 2.4 GHz band TDLS
BW should always follow Station bandwidth. So,
No need to set widerband bit if TDLS connection
is created on 2.4 GHz Band and offchannel is not
enabled.
