qcacld-3.0: Delete obsolete ioctl_debug module param

At one point an ioctl_debug module param was introduced to allow
debugging ioctls. When enabled this allowed certain debugging messages
to be written to the kernel log whereas normally the driver is
silent. However this feature was not widely deployed, and the current
userspace-based logging has made this obsolete. So remove the
ioctl_debug module param and all references to it.
