qcacld-3.0: Update Tx aggregation INIs to Internal

Update the usage type of gTxAggSwRetryBE, gTxAggSwRetryBK,
gTxAggSwRetryVI, gTxAggSwRetryVO, gTxAggregationSizeBE,
gTxAggregationSizeBK, gTxAggregationSizeVI, gTxAggregationSizeVO
from external to internal.
