qcacmn: Reset the vdev response timer during SSR

Presently, whenever there is any kind of reference leak in the system
wlan driver doesn't recover and goes into a bad state.

Add support to forcefully reset the vdev response timer so the system
can gracefully recover and wifi can be functional.
