qcacld-3.0: Refine gEnableMCCAdaptiveScheduler as bool

It is more proper to define gEnableMCCAdaptiveScheduler as bool. Then
enable_mcc_adaptive_sch in struct policy_mgr_cfg should be defined as
bool.
