qcacmn: Fix gpio function arguments in #else path
Fix gpio command arguments in #else case. When WLAN_FEATURE_GPIO_CFG is set to 0, the else path of macro is executed and the function arguments are not matching with that of the declaration. Change-Id: I182a636e53217dfca5a697f280316f30b1afd8ba
