qcacmn: Add support to process spectral scan chan info TLV
FW sends Spectral scan chan info TLV in WMI_PDEV_SSCAN_FW_PARAM_EVENTID event to indicate the channel information for a spectral scan session. Add support to process the TLV and update the spectral host data structures accordingly. CRs-Fixed: 3044162 Change-Id: Ibbf7f6bbbb267123bbdf44bcfffa2cfb1c2926df
