qcacld-3:0: Enable MLD upstream changes support for MSL

The config CONFIG_CFG80211_MLD_AP_STA_CONNECT_UPSTREAM_SUPPORT
is need for backward compatibility of legacy STA connection
to OWE SAP.

Therefore enable the above config for MSL targets.
