qcacld-3.0: Add twt sap sta and pdev count in hmt config

CONFIG_WLAN_TWT_SAP_STA_COUNT and CONFIG_WLAN_TWT_SAP_PDEV_COUNT
are missing for HMT config.

Add this two macro in HMT config
