qcacmn: Add QCA vendor attribute indicating the spectral scan bandwidth

Add the following vendor attribute to indicate the bandwidth to be used for
Spectral scan operation.
 - QCA_WLAN_VENDOR_ATTR_SPECTRAL_SCAN_CONFIG_BANDWIDTH
