qcacmn: Moving spectral module to cmn_dev
As part of second phase of Spectral Analysis(SA) convergence [WIN & MCL], spectral module code is being moved to cmn_dev. Also includes fixes for checkpatch. CRs-Fixed: 2146231 Change-Id: I939509193786b0bd2cbd5f1af64d4a94739a2af5
