qcacld-3.0: Restore the ini parameter etsi13_srd_chan_in_master_mode
The commit Ic695e36e9b4fc9952cc405d1345b4a6a7d543dad, removed the ini parameter etsi13_srd_chan_in_master_mode assuming that the ini is obsolete and no longer being used.
