qcacmn: update for new wmi cmd and evt

Support WMI command/events to dynamically enable/disable calibration in FW
command: set_halphy_cal
command usage: cfg80211tool set_halphy_cal <<value>> <<channel>>
value: bitmap value to be passed ( 0 - 1023)
channel: 0 (home), 1 (scan), 2 (both)
