qcacmn: Fix TCL_DATA_CMD struct parsing in KIWI crash dumps

The compiler removes unreferenced TCL_DATA_CMD struct from the
object file. Hence this cannot be parsed in the dumps. This fix will
inform the compiler to retain the structure.
