Refactor following stats cfg items
CFG_PERIODIC_STATS_DISPLAY_TIME
CFG_LINK_SPEED_RSSI_MID
CFG_REPORT_MAX_LINK_SPEED
CFG_LINK_SPEED_RSSI_LOW
CFG_LINK_SPEED_RSSI_HIGH
