qcacmn: Add QCA vendor interface support to configure PHY modes

Add an attribute that can be used with
QCA_NL80211_VENDOR_SUBCMD_SET_WIFI_CONFIGURATION vendor command to
configure different PHY modes to the driver/firmware.
