qcacld-3.0: Fix PMO Documentation
The kernel-doc script identified a multitude of documentation issues in components/pmo, so fix them. Note that there is currently one false positive error being flagged in the documentation for typedef pmo_get_vdev_dp_handle. Change-Id: Iddaccbf1b55557a82af34d2b6b4913d37c71123a CRs-Fixed: 3359766
