Initialize the following ACS cfg items:
1.CFG_ACS_WITH_MORE_PARAM_NAME
2.CFG_AUTO_CHANNEL_SELECT_WEIGHT
3.CFG_USER_AUTO_CHANNEL_SELECTION
4.CFG_USER_ACS_DFS_LTE
5.CFG_EXTERNAL_ACS_POLICY
