qcacmn: Add vendor attributes for EPCS feature

Add vendor attribute QCA_WLAN_VENDOR_ATTR_CONFIG_EPCS_CAPABILITY
to set EPCS (Emergency Preparedness Communications Service)
feature capability.

Add vendor attribute QCA_WLAN_VENDOR_ATTR_CONFIG_EPCS_FUNCTION
to enable/disable EPCS priority access.

These are for testing purposes.
