qcacld-3.0: Rename __lim_is_defered_msg_for_radar()

Rename __lim_is_defered_msg_for_radar() to
__lim_is_deferred_msg_for_radar() to fix misspelling: defered ==>
deferred. In additional, fix other instances of that misspelling in
code comments.
