qcacld-3.0: Introduce link_info array iterator APIs

Add a new iterator to loop through all the elements of
link_info array in adapter.

API: hdd_adapter_for_each_link_entry()
	a) This API iterates through all the links,
	   irrespective of whether the index in active_links
	   bitmap is set or not, starting from zeroth index.
	b) The iterator stops at the end of the array.
