qcacmn: Reduce the value of WLAN_CFG_RX_SW_DESC_NUM_SIZE_MIN

Change the value of WLAN_CFG_RX_SW_DESC_NUM_SIZE_MIN from 4096
to 1024, so that the rx descriptor number can be configured in
the config file of target.
