qcacmn: Skip special frame rate info update

To avoid unmeaningful rate fluctuation, when report
rx linkspeed to upper layer, exclude special frames:
arp/ssdp/dhcp/eapol/ipv6 NA/NS/DHCPV6 in low rate.
