qcacld-3.0: Add debugfs for unit_test_host/unit_test_target

These debugfs files are to replace wext cmd setUnitTestCmd
/unit_test/wlan_suspend/wlan_resume.

unit_test_host:

    wlan_xx is driver name
unit_test_target:
