qcacmn: Move wlan_mlo_t2lm_register_link_update_notify_handler() under WIN

Register TTLM notify API()
wlan_mlo_t2lm_register_link_update_notify_handler()
only for WIN.
For MCC, call wlan_register_t2lm_link_update_notify_handler()
to register the MCC handlers to receive link update
notification.
