qcacld-3.0: Remove sap_roc_ind from tSap_Event

Change I83a704d3f03e9cb9e6a7420f32d609a323799a12 ("qcacld-3.0: Remove
legacy P2P codes in SAP") removed the usage of the sap_roc_ind field
in tSap_Event. Since it is obsolete, remove the field along with the
underlying struct sap_roc_ready_ind_s.
