qcacmn: Add vendor command attributes for NDP

Add support for the QCA_WLAN_VENDOR_ATTR_PEER_NDPE_SUPPORT
and QCA_WLAN_VENDOR_ATTR_NDP_SERVICE_ID vendor attributes
in the driver.
