qcacld-3.0: Add changes for TWT responder backport flag

The cfg80211_ap_settings->twt_responder is backported with
the backport flag CFG80211_TWT_RESPONDER_SUPPORT.

Add support for CFG80211_TWT_RESPONDER_SUPPORT before configuring
the responder.
