qcacmn: Don't define dp_bus_suspend/resume for WIN

Explorar el Código 
dp_bus_suspend and dp_bus_resume are currently defined for both WIN and
MCL, but only used by MCL. Move their definitions such that they are
under the same #define's as their usages.
