qcacmn: Don't define dp_bus_suspend/resume for WIN
dp_bus_suspend and dp_bus_resume are currently defined for both WIN and MCL, but only used by MCL. Move their definitions such that they are under the same #define's as their usages. Change-Id: Idd17fa0a521f7474d481fbaf5d2c7cfd4138c774 CRs-Fixed: 2387904
