qcacmn: Initialize txrx_ref_handle for whunt bypass

Initialize txrx_ref_handle for whunt bypass,
Which is complaining use of uninitialized txrx_ref_handle,
as it is not able to detect that txrx_ref_handle is
populated from another API.
