qcacmn: Add unified WMI support for WLM stats

The TLV WMI added support for a new WMI_SERVICE_WLM_STATS_REQUEST
service along with an associated WMI_WLM_STATS_EVENTID event, so add
support for a proxy unified WMI service and event.
