qcacmn: Move pktlog rate event handlers to specific files
Move pktlog_rate_find API to pktlog_wifi2.c as they are only needed for legacy product lines. Change-Id: I2a232e283cf5bf151ce84ba77f4359f25b60a5ac CRs-Fixed: 2585613
