qcacmn: Add DSCP_TID changes for Lithium

Add command to set mapid for each VAP using:
iwpriv athX s_dscp_mapid  N

Add command to change tid values in PDEV maps using:
iwpriv wifiX s_dscp_tid_map <MAP_ID> <TOS> <TID>
