qcacld-3.0: Add changes to send connectivity log events to userspace

Fill the QCA_NL80211_VENDOR_SUBCMD_DIAG_DATA event data and
send the event to userspace.
Add dispatch table for the connectivity events to lookup
attribute type, id and length.
