qca-wifi: Build the preCAC list only for ETSI domain

The preCAC list (forest) is built irrespective of the current DFS domain.
But since preCAC feature is only supported by ETSI spec., the list will
not be used by other domains.

Build the preCAC list only for ETSI domain.
