qcacld-3.0: Remove obsolete packet filtering structs

The following legacy packet filtering structs are obsolete,
so remove them:
- tSirRcvFltPktMatchCnt
- tSirRcvFltPktMatchRsp
- tSirRcvFltPktClearParam
