qcacmn: Add fixed FDD mode to qca_btc_chain_mode QCA vendor attribute

Previously when chains of BT and WLAN 2.4 GHz are separated,
hybrid mode will be used for BTC. Now adding fixed FDD mode
to fulfill different BTC scenarios.
