qcacld-3.0: Define DPT_DEBUGFS_PERMS outside ifdef

DPT_DEBUGFS_PERMS macro has been defined inside
ifdef QCA_SUPPORT_TXRX_LOCAL_PEER_ID. Since this can cause problems
when the above config is not set, defining it outside.
