qcacld-3.0: Fix Kbuild to enable packet log

Currently, the CONFIG_FEATURE_PKTLOG is not enabled for
statically loaded driver.
The reason for that is enabling of this macro is conditionally
done under KERNEL_BUILD=0.

This commit enables the macro conditionally for
all values of KERNEL_BUILD
