qcacld-3.0: Fix -Wmissing-prototypes in wlan_hdd_driver_ops

We want to enable the compiler's -Wmissing-prototypes switch, but
there is existing code that is generating warnings. Fix all warnings
in wlan_hdd_driver_ops.
