qcacld-3.0: Replace halHandle in sap_ch_select
Recently all instances of tHalHandle were replaced with mac_handle_t to align with current usage and the Linux coding standard. To align with the new naming now replace all instances of halHandle with mac_handle in sap_ch_select. Change-Id: I4306005fb2677b1892272e2176e8cc73cb927d29 CRs-Fixed: 2351894
