qcacmn: Send diag wmi command to FW

Browse Source 
Donot block wmi command sending inside #if macro.
This change is needed because WIN uses only the FW log level
setting and not the complete feature. Only the feature
should be enclosed in #if macros and not the wmi command
sending part.
