qcacld-3.0: Remove htt_pdev_t::tx_mgmt_desc_ctxt

The tx_mgmt_desc_ctxt member of struct htt_pdev_t has been unused
since the initial snapshot of the driver, so remove it along with the
unused underlying data structures.
