qcacld-3.0: Fix improper setting of RPS CPU mask

RPS CPU mask is getting set even if feature is not enabled,
due to this RPS config is taking affect and throughput is degraded.

Fix this by checking dynamic RPS enablement before setting RPS CPU mask.
