msm: camera: uapi: Add UAPI for new sensor cmd buffers

Adding generic blob type of cmd buffers to support
receiving debugging information from userspace.
This generic blob type can be extended to receive
additional debugging information in the future.

This change starts with support for sensor resolution
info setting changes.
