qcacld-3.0: Enable Force 1x1 WAR by default

Setting gForce1x1Exception=1 in ini forces DUT to associate to
buggy AP's which are identified via OUI. Enable this feature by
default on all platforms by setting CFG_FORCE_1X1_DEFAULT=1.
