qcacld-3.0: Remove obsolete wlan_hdd_latency_opt()

Change "qcacld-3.0: Add ARP debug stats" (Change-Id
Idce70799bd3698dc8a8ecd8cfc8ef7d9bf1f5764) removed the only use of
wlan_hdd_latency_opt(), so remove this now obsolete function.
