qcacld-3.0: Measure TSF latency between host TSF sync enabled devices
The feature raises a pulses at specified interval in TSF time domain. The pulses can be used to determine driver level latency between hosts as they are operating in same TSF time domain. Add ini "g_tsf_accuracy_configs" to configure parameters for TSF accuracy feature to customize GPIO pins and interval. Change-Id: I49609d5beba8043ac2ecc086e97b01d1e0b2d3f6 CRs-Fixed: 3277992
