qcacmn: Restart SAP with CSA/ECSA when gWlanMccToSccSwitchMod=3

Restart SAP with CSA/ECSA when ini variable gWlanMccToSccSwitchMod=3.
Currently ini variable setting gWlanMccToSccSwitchMod=2 was
causing SAP to restart with CSA.
